libchm-dev software package provides library for dealing with Microsoft CHM files (development), you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libchm-dev
libchm-dev is installed in your system.
Make ensure the libchm-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libchm-dev *
You will get with libchm-dev package name, version, architecture and description in a table
